Organizations for which it is not possible to adequately define a specific site

For organizations for which it is difficult to determine a site, it is particularly important in case of doubt that both the organization and the verifier consult the competent body about the suitability or otherwise of the entity chosen to be registered in accordance with the principles of EMAS .

In this case the sphere of operation and the infrastructure must be clearly defined, fully integrated into the management system and accurately described in the environmental statement.
In these organizations it is particularly important that the responsibilities for significant environmental aspects are clearly defined and that the verifier has proof that the organization has an adequate procedure to control these aspects.
As these organizations generally operate in large areas, including urban or metropolitan areas, the organization must demonstrate, as appropriate, that it has:
- considering the risks for the environment and the population;
- adopted appropriate plans to inform the population about the behavior to be taken in case of emergency;
- prepared systematic information on the level of pollution;
- considering the infrastructure under its control.

There are cases in which an organization, despite controlling several sites in a defined area, cannot manage each site separately and the environmental impacts of the different sites are linked.
In this case the different sites must be considered as a single organization for the purposes of EMAS registration.
